Determination is possible. Block copolymers are more crystalline in nature than Random copolymer. Higher crystalinty leads to higher Tensile Modulus. Additionally, higher crosslinking also leads to higher Tensile Modulus.

Therefore Block Styrene Butadiene copolymer shall have higher Tensile Strength than Random Styrene Butadiene as Block Styrene Butadiene is more crystalline & is also having higher number of cross linking.

Therefore, Block Styrene Butadiene has higher tensile strength.
