Why the conductivity of a tap water is less than the 0.1 N HCL Solution?

are dissociates make the density of current carrier high in the
solution.
HCl-------------> H+ + Cl- Kdissociation = [H+] [ Cl-] / [HCl]
While in the tap water the charge carrier density is low make it less conductive.
Kdissociation of tap water is low as compare to
the Kdissociation of HCl.
That's why due to density of these charge carrier high in HCl the
conductivity is higher than tap water
