If stress (Pressure) is applied to the other end of the pipe or increased, it will produce a stress on the fluid which will make it move and the flow rate will increase proportionally with the applied force or shear stress. However, bingham plastic fluids will not flow until a particular amount of stress is applied to it which is know as yield stress. This can be more understanding with the diagram attached.
