PEMFC stands for Proton Exchange Membrane Fuel Cells. In PEMFC electricity is generated in Tripple Phase Boundary region. A Tripple Phase Boundary Region is a region where three different phases are in contact. 3 different phases are Solid (electrolyde), Gas(Gaseous Fuel) & Liquid (Electrolyte). Therefore, 3phases are in intimate contact at PEMFC Cathode.

Additionally, since temperature is 1000C at 1 Bar therefore any water formed in reaction is also in Gasous(vapour) form. Hence we can conclude that 3 phases are in intimate contact at PEMFC Cathode.
