No, I do not believe this to be the case.
I say this because, in order to become effective, the design needs to be efficient. What that means is that while the packaging is the process where there is a lot of scope of development in the area of material, packaging practice and factors such as reliability, being efficient as well as effective is a design trait that companies can successfully achieve if they allow their processes time to mature. This also means that while there could be a marginal difference between the process of implementation of efficiency and effectiveness, it is also important to realize that the best processes are both efficient and effective at the same time. Design philosophies could be changed, improved even evolved in order to fit those two traits successfully.
