Try to service the patients with less waiting time which will improve the quality and less chance of making a mistake when the technician is interrupted. Avoid the more timely tests which makes the patient to the lengthy stay in the hospital. Try to change the testing pattern. Arrange someone to schedule the appointments and to answer the telephonic messages. Combine two laboratories if possible to make the availability of physical facilities. So the technicians can use for both laboratories in the absence of ones. Make discussion with the technician to improve the NCVL further. Management helps the technician by giving tools, and advice to improve his performance. Teach him, motivate him, and reward him.
