A racial minority group can be considered as a group of people who have various practices, race,religion,language, accent, dress and other characteristics compared to members of a social group. Here, we can take an example of how Japan resolved water pollution caused by mercury poisoning.

Water pollution becme a major issue,during the postwar reconstruction in Japan.Hence,local governments began responding to the issue by establishing their own water pollution regulations along with national government who implemented two laws regulating water pollution such as the water quality control law and the industrial effluent control law.unfortunately these two laws didn't work to solve the pollution.In 1967,national government enacted the basic law for environmental pollution control,and then in 1970,the parliament passed a number of anti-pollution laws.Also,the parliament unified the water quality control law and the industrial effluent control law into a new strengthened law.

Nevertheless,during the 1970s water pollution became a serious issue around the inlan sea due to growing concentration of industry.Therefore,the law concerning special measures for the reservation of lake water quality was enacted to combat water pollution in freshwater bodies which was the main source of water for the minority groups.Again they amended water pollution control law and were established environmental quality standards which became effective in 2000.

By the end of 2000,people awared regarding the importance of the preservation of water bodies by the governments different establishments.These changed their cultural and language characteristics in order to curb the pollution.
