A 3d DIY scanner can be easily made within 50-60$ if you have a camera with high resolution. It requires a high resolution photo of subject from all angles which can be achieved by rotating the object by using stepper motor operated by auroduino board.it also contain LCD shield to provide a display and many switches to operate. And it also requires IR to fire the camera . All this thing are controlled by electrical supply of about 9v hence it is of low cost, with electrical actuation and resolution depend upon camera resolution.
