Economy of Puerto Rico is down because of a vicious circle further spurred on by Hurricanes Irma and Maria. When economies fail, people leave for jobs and to make money they can send home to their families. That causes lack of human resource and more collapse of the economy, driving additional people away.

The U.S. territory Puerto Rico has been plagued with recurring debt issues, which were compounded by a credit downgrade in 2012.

An aging population, high costs for social programs, and an exodus of many of its residents are also adding to Puerto Rico's debt problems.

But a study showed the federal response to Puerto Rico was far less than the responsible to hurricane harvey and  imra, which struck Texas and Florida the same year and had much lower death tolls.
