What difference do you anticipate there being between working inside vs outside city government in finance and procurement?

Finance and procurement is an essential function of every organization. The two functions are also inter-related with each other. The company requires finance for procuring the required resources. These resources and the money spent will have to be accounted for in the accounting books. Inside the government there has to be more accountability and the organizational hierarchy has to be followed for getting any proposal accepted. But outside the government, the manager can take his/her own decisions and has the power to decide independently. Also there will be more number of people to whom one is answerable for the decisions taken in finance and procurement. But this is not the case with outside the government.
