The most fair tax in America is the personal income tax as lower income persons are exempted and the tax follows a progressive regime, with tax rate increasing as income increases.

Consumption and sales tax is least fair as it is same for everyone irrespective of the level of income. A poor mininum wage earners as well as a millionaire has to pay the same tax on their daily need for example buying groceries. This is very unfair for a poor wage earner as most of his expenditure is on basic need such as groceries.
