This phrase is indeed used by the ones who feel that people are getting to degrade the farmlands and converting it into many other things like buildings etc. Farmland preservation is utmost important because of the fact that there can be food crisis in the future if there's a lot of such things going at this pace. Therefore it is said that the lands are inefficiently used by not preserving the farmlands and they demanded to reduce the taxes for farmland preservation on the whole.
