Answer :- Option (D) Cooperate is the right choice.

Both player should make cooperative move rather than staying silent . Confession by both is worse than both the parties remaining silent. If one person confesses other remain silent than person who confessed will bail out while the other person will suffer for crime. Mutual understanding is necessary for better outcome rather than selfness. As if both cooperate with each other and confess they will get minimum punishment.

Option (A), (B) and (C) are incorrect one.

If one person confess other remain silent, person who confessed will realised while other one suffer. Both will take selfish decision and will get worse punishment. No one will be benefitted. If a person implicate another person, this will not benefit both the parties equally.
