Having opposite orientation of electrons in ground and excited state depicts vibrational excited state of the moelcule. The other way round would be a triplet state.

c. Scenario where a visible photon may possibly be emitted

the number of electrons in the excited state is greater than the ground state and thus the excess electron would be giving off the photon. In the scenario#1 the electrons are paired in ground state and thus no excess photon is emitted.
