People would be honest in their work and such countries have a clean and corruption free administration system. These countries has a higher rate of Gross Domestic Product (GDP). They have a well developed economy.

As every coin has two sides. Similarly, countries with strict laws has some drawbacks too. Such as :

The common people sometimes gets frustrated living a restricted life. Everyone loves to live a carefree life. Sometimes the administration becomes so strict that it becomes difficult for the common people to express their views or opinions publicly. So this might the reason for the organizations choose to work and operate in countries without such laws.

In my opinion, it is ethical, for organizations to do business in countries that do not maintain the laws mentioned above but there should be freedom of speech and right to expression.
