What is the primary source of funding that the U.S. Government transfers to states to fund highway construction? Is the same approach used for local water supply systems? Why or why not?

The primary revenue source of funding is mainly combined of three taxes that are income, sales amd property tax that U.S federal governments transfers to states to HTF (Highway trust fund) fund for highway construction.

No, this same approach is not used for local water supply systems, because District Water State revolving fund ( which collects fund from water rate and surcharge, Private capital, Municipal bonds) provides improvement to water infrastructures and also for local water supply systems.
