According to VSEPR model the shape of an electron is determined by the repulsion between all the valance electron pairs present around the central atom.
The lone pair electrons takes up more space around the central atom, and hence
lone pair - lone pair repulsion > lone pair-bond pair > bond pair - bond pair repulsion
Hence the presence of lone pair electron distorts the structure and hence decreases the bond angle.
From the Lewis struture of COCl2 it is clear that the central atom(C) doesn't contain any lone pair. Hence the structure is tringular planar without any distortion distortion.
