The relative strength of vanderwaal forces is Hydrogen bonding > dipole interactions > induced dipole-induced dipole interactions.

Hydrogen : Induced dipole - induced dipole interactions (Lowest)

Ethanol : Dipole-dipole interactions along with hydrogen bonding. (Highest)

Carbon tetrachloride: Dipole-dipole interactions (Middle)
