As per spectrochemical series CN- has more strength than Cl-

Thus, o  [Cr(CN)6]3- will be greater than [CrCl6]3-

Similarly, the change in oxidation state of central metal atom can also change the o for e.g. from +1,+2 to +3, the maximum o will be for the metal ion with +3.
