From noaa table at 40% RH or higher values apparent temperature start devation from air temperature.

At low RH apparent temperature feel low from air temperature. exp. At 40% RH apparent temperature feels 85degree F. So It is relatively good for human beings.

At higher RH apparent temperature feel higher for air temperature. Exp.- if RH is 65% and air temperature is 86degree F then we feel 93degree F. At higher values of RH is extremely danger for human.  National Weather Service will initiate alert procedures when the Heat Index is expected to exceed 105°-110°F (depending on local climate) for at least 2 consecutive days.
