This is bcoz water molecules easily forms hydrogen bonds, with one another, which creats a strong attraction between its molecules. Whereas, in case of propanol the carbon atoms in its molecules are unable to form such strong attraction between its molecules. This lack of strong attraction enables them to evaporate fast, while strong internal attraction present in water resists it for evaporation.
