1) The charges of single - atoms always be 0.
2) The charge of ion is equal to its charge.
With Se ( column 6) has 6 electrons in outermost shell, it needs two more electron to satisfy the octet rule, so the charge on Br is - 2

3) But potassium should lose one electron to achieve octet configuration hence +1.
