Among helium and xenon, helium will behave more ideally than xenon. Though both are noble gas, having filled out shell, but in xenon, being the heavier noble gas, have more electron shells than the lighter ones like helium. Inner electrons shield the outermost electrons and hence they are less attracted to the nucleus. So they can react and form compounds with highly electronegative compounds. Bult helium has only two electrons in its outer shell and hence completely attracted towards the nucleus. Therefore helium is ideal compared to xenon.
