Appreciating the twist and complexity of the question. I will try to be precise and lucid .
When we mention solute and solution and splvent, Water , is considered as a solvent . Which is by default considered less concentrated than the test solution.
But , when compared both of these as solutions, and given , that both of them have the same volume, we may consider that the solute that has been used has dissolved completely and takenup the vacant spaces in been the hydrogen bond.
Although , this can't be a confirmed response, and exact amount of solute concentration can't be determined just by observation, without further tests.
