Covalent bond is the bond in which the two atoms are connected to each other by sharing of two or more electrons and non-covalent interaction does not involve the sharing of electrons beween two atoms,

In the given example interaction between NH3+ and water molecule  in H2O, have 2 electrons which are coming from the hydrogens and 6 coming from the oxygen, this adds up to 8 electron and shares with NH3+ and form a covalent bond.

Carbon and hydrogen bond is also a covalent bond which involves the sharing of electrons.

Vander wall interaction is subset of electrostatic interactions involving permanent or induced dipoles (or multipoles). So it involves the dipole dipole interacton and dipole-Induced dipole interaction. Hence this bond has non covalent interaction. Hence vandr wall inraction does not have covalent bond.
