Basal mean primary importance. Metabolic is the process by which our body uses energy. And together basal metabolic rate refered to the energy consumed by our body to maintain our basic functioning at the time of rest for 24 hours.

Though we need energy for reproduction and feeding but it is not the BMR. BMR is the rate of energy required by our body to maintain its function during rest. But during feeding and reproduction we use energy.

BMR is amount of energy uses during rest. During rest we donot intake food . Body uses the stored food to produce energy to maintain essential function. It is called the BMR

Evolution is linked to our DNA or chromosome and it is a lengthy process but BMR is daily process so it cannot be the answer of BMR.
