In general unusually high ratio of intergovernmental revenues indicate that flow of funds to State and local governments in unusual high amount.Here,the actual concern of the analysts is that in most of the cars iit Lacks the transperancy and the analysts can't find for what purpose does the funds utilised. The concerns arise at the time when ratio is unusually low that what the government doing without using the finds and how the state and local government carrying their function without adequate funds
