The Secret Service was originally created for anti-counterfeit and other law enforcement duties relating to the Treasury. They only started to become the President's bodyguards after the assassination of William McKinley in 1901 - at the time they were the federal agency most suited to the task of law enforcement, as agencies such as the FBI didn't exist then.
For a long time until the creation of the Department of Homeland Security, the Secret Service was part of the Treasury Department.
