Those energy saving lights have a lower wattage but claim to put out more light. That's why it says 18w > 100w.
The manufacturer of the floor lamp recomends 60 watt and under because if you get a high wattage bulb it can put out a lot of heat and potentially start a fire. In other words the manufacturer of the lamp is covering their @ss.
