What is the goal of computing measures of central tendency? Under what conditions would you want to report the median and why?

In case of huge data we would not able to examone all the data points. It is infeasible. In this case we try to represent all the datapoints with a single value which is the representative of whole the data.

When outliers are present in the data then computing mean is not wise step for further analysis because mean is pulled towards the outliers. In this case if we want to give the best measure of central tendency, then it is appropriate to compute median as it is not affected by the extreme values and of course outliers.
