This is a case of t test . However it is not given whether the data is from independent samples or not. So lets assume that the 2 datasets comes from 2 independent samples and the procedure to conduct the t test is as follows in excel.

The Hypothesis is

H0: There is no significant difference between the treatment and the placebo

H1: There is a significant difference between the treatment and the placebo

also , lets consider the alpha as 0.05 , so if the p value is less than 0.05 we reject the null hypothesis

as the p value is 0.0003, which is less than 0.05 hence we reject null hypothesis

Please note that rest of the methods are not applicable for the given data
