you simply take a variable for the 2 years.

Take equal samples of the data from both the years and then perform the an independent 2 samples t test to check if there is an improvement in the people's lives after barack obama was elected

The hypothesis is

H0 : there was no signficant improvement in people's lives after barrack obama was elected

H1 :there was a signficant improvement in people's lives after barrack obama was elected

remember as we are interested in the "improvement" part , hence it would be a 1 tail t test (right)

You can for instanbce select variables such as Happy or Income to see if there was a signficant improvement , consider these variables as an indicator for people lives
