margin of error = E = 1.5% = 0.015

At 99% confidence level the z is ,

  = 1 - 99% = 1 - 0.99 = 0.01

Z/2 = Z0.005 = 2.576

sample size = n = (Z / 2 / E )2 * * (1 - )

= (2.576 / 0.015)2 * 0.20 * 0.80

= 4718.77

= 4719
