We expect there to be some variability between the sample percentage and the population percentage, because a sample contains only a part of the population.

This then implies that the sample percentage is unlikely to be equal to the population percentage

The fact that the study is well designed sample survey or the the sample is large, it will not affect this conclusion, because there will be some variability between a sample and apopulation no matter how good the sample was selected except when the sample would be entire population , but we would call this a census instead of a sample
