The null and alternative hypothesis is ,

H0 :   = 54.9

H1 : <  54.9

This is the two tailed test .

Test statistic = t

= ( - ) / s / n

= ( 52.7 - 54.9) / 15.3 / 38

= -0.36

The test statistic = -0.36

= 0.025

df = n - 1 = 38 - 1 = 37

t ,df = t0.025,37 = -2.026

The critical value = -2.026
