Post-hoc (Latin, meaning “after this”) means to analyze the results of your experimental data.  The purpose of Tukey’s test is to figure out which groups in your sample differ. So tukeys test is meant to test whether different group means are equal. Hence we can say that Tukyes HSD is not designed to test whether the number of scores per group is the same or whether there are a different number of scores in each of the group. So , statement is false.
