P(X = x) = e * µx / x!

P(X > 21) = 1 - (P(X = 0) + P(X = 1) + P(X = 2) + ... + P(X = 20))

                = 1 - (e-17 * 170 / 0! + e-17 * 171 / 1! + e-17 * 172 / 2! + .. + e-17 * 1720 / 20!)

                = 1 - 0.8055

                = 0.1945
