The statement provided by you is incorrect.

We can say that SS(Total) = SS(Between) + SS(Within)

But we know that the sum of sums are equal.

and MS means the mean of sums and mean of sums can't be equal.

We can sum the mean by weighted average.

and hence, direct sum of means are not equal to mean of sums.
