R^ 2 is the coeffecient of determination which explains the percentage of variation in dependent variable which is explained by the model with the help of independent variable.
If x and y are not related to each other then iim this case the variable x will completely fail to determine the variation in y. Therefore in this case it will be close to 0 .
The other way round to solve this problem is using the fact that R^2 is the square of the correlation coeffecient.
If x and y are not related to each other then r will be 0 and hence the R^2.
