YES, the mistake are honest mistakes
claiming age 20*30 instead of 30-40 can be an honest mistake if the irespondent was aged in early twenties as the two intervala are not very distant
“What is the most important problem facing our city government?” for this question both of the following responses indicate a similar broad thought process
“The city council is too eager to raise taxes." and “The city tax rate was too high.”
this can be an honest mistake as both the responses have similar thought
