standard deviation = = 2.4 minutes

Using standard normal table,

P(Z > z) = 4%

= 1 - P(Z < z) = 0.04  

= P(Z < z) = 1 - 0.04

= P(Z < z ) = 0.96

= P(Z < 1.751 ) = 0.96  

z = 1.751

Using z-score formula,

x = z * +

x = 1.751 * 2.4 + 15

x = 19.20

The maximum guaranteed waiting time be 19 minutes.
