A sample statistics is a piece of information you get from a fraction of population or from a handful of times.
So from the definition the only option that resembles is "option 4th" as we can see only 351 dog owners were surveyed and out of that only 70 reported owning 2 dogs. It's a small sample size and only talking about very few people.
In other option we majorly talk about very large population or taking the entire body which are surveyed so that can't be sample statistics as the size are very large.( taking the entire population)
