An activity is smallest unit that can be achieved without further breaking it down into sub-activities. A work package is a composition or combination of activities in a sequence. So Work package will be at a higher level in Work Breakdown Structure(WBS)

a) Project Plan : It is a work package since the project plan has several components like scope, objectives etc.

b) Prepare the purchase order for a router : it is an activity since it doesn't involve any sub-activities

c) System Design Package : It is a work package since it a collection of classes, relationships, use-cases etc

d) Install the foundation : It is an activity, since we just install the foundation and it doesn't have any sub activities
