As population standard deviation is known, we will use z statistics

As alternative hypothesis is having less than sign, it is left tailed test

As P value is 0<any value of alpha we will reject the null hypothesis

Hence we have sufficient evidence to support the claim that consuming beets decreases the systolic reading.
