Alternate hypothesis Ha : u not equal to 400

Here claim is null hypothesis

That average is 400

As the population standard deviation is known here we can use standard normal z table to conduct the test

Test statistic z = (sample mean - claimed mean)/(s.d/√n)

Z = (350-400)/(15/√16) = -13.33

From z table, P(z<-13.33) = 0

As the test is two tailed

P-Value = 2*0 = 0

As the obtained p-value is extremely less

We reject the null hypothesis

We do not have enough evidence to support the claim that average is 400
