Yes they can be causally related without correlation.

Consider an example of Ice cream sales in Summer and Number of Deaths of sharks in summer. We know they don't have any relation in between. But it is usually seen that Ice cream increases in summer and so does the death of sharks increases in Summer. There is absolutely no relation in between them but still they show increment in same period. This is the case of Causation.
