Civilian oversight, is the act of citizens, who review government activities. Activities may be deemed as government misconduct. Members of the group are external to the government entity. These groups are tasked with direct involvement in the citizen complaints process and aim to develop solutions to improve government accountability.

Following are the functions and duties of a civilian oversight committee :

  • create processes for risk governance.
  • create duties to help improve effectiveness and to avoid overlapping work
  • recruit and retain members that are highly knowledgeable and actively engaged with the policy
  • develop critiques that result in improved outcomes
  • assign responsibilities to designated individuals or groups for specific government functions
