Measurements which are close to the actual value are called accurate. However on the other hand measurements that are close to each other are said to be precise.

In case of sampling when all the units of of the population do not have equal chance of being selected it introduces a bias. Hence as defined in the textbook, bias is a systematic error that is introduced in the estimate obtained from the sample. Hence the difference between the estimate obtain from the sample and the population parameter is large. Hence the estimate is less accuray. Hence bias reduces the accuracy of the estimate.
