ANSWER:

According to me ;  

while writing an evaluation report the step to explain the result obtained during the study period is the most difficult step to write as despite having amazing content you hsve prepared and well organizes methodology you used study design , the report still needs a real , obvious and convincing ideas and opinions to support the actual purpose behind crating such report.

Now as for as , easiest part, while writing an evaluatio report is concerned , will be the writing the executive summary of thr report which inckudes a brief overview of evalution purpose , project background , evaluation question , methods , findings and conclusion as this is basically an easy step to write.
