Assuming that everybody who is eligible to vote votes i.e. all 714 individuals vote, the amount of votes required to elect a new official will be the number at which the majority is obtained. The majority is obtained if more than 50% of people's votes are in favor of the candidate i.e. if more than 714/2 = 357 votes are there for a single candidate.
Hence, votes are needed to elect a new official.
